Explanation
1. BACKGROUND
The City of Columbus, Department of Public Service, Division of Design and Construction, is engaged in the Universal Road Reconstruction project. The purpose of this project is to reconstruct Universal Road between Fairwood Avenue and Progress Avenue. Improvements within the project limits include full depth pavement replacement, new curb and gutter, 5-foot wide sidewalks on both sides of Universal Road and improvement of the radii at the Universal Road and Fairwood Avenue intersection. The construction plans for this project are complete and approved through the signature process; it is now time to begin right-of-way acquisition.
Preliminary acquisition costs for title work, appraisal and other administrative expenses are estimated to be $90,000.00. It is anticipated additional funds will be requested after receipt of the property appraisals and the start of negotiations with the property owners. It is now necessary to authorize the City Attorney's Real Estate Division to begin right-of-way acquisition and to expend $90,000.00 for the costs associated with the acquisition of the rights-of-way needed for the Universal Road Reconstruction project.
2. Fiscal Impact
Monies to pay for these costs are available due cancellation of encumbrances from completed projects.
3. Emergency Justification
This reconstruction project is currently scheduled to begin in 2010. To maintain this schedule right-of-way acquisition must begin immediately; therefore, emergency action is requested.

To authorize the City Attorney's Office, Real Estate Division, to begin acquisition of the rights-of-way needed for the Universal Road Reconstruction project; to authorize the expenditure of $90,000.00 or so much thereof as may be necessary to allow for the acquisition of these rights-of-way from the Streets and Highways G.O.
