Explanation
BACKGROUND: The Department of Public Safety, Division of Police, upgraded its Automated Fingerprint Identification System (AFIS) in 2005 with Morpho Trak Inc. (formerly Sagem Morpho Inc.). The Division of Police uses this technology for fingerprint identification. The Division of Police entered into a new maintenance contract under provisions of sole source procurement, effective December, 1, 2008, which included the option to renew for four (4) additional, one (1) year terms (ORD 0631-2008). This ordinance is requesting funding for maintenance for the remaining eight months of the current contract, effective March 1, 2010 to February 28, 2011 (year 2 of 5), in the amount of $287,743.38. The first four months of the contract ($143,047.60) was encumbered under the authority of Ordinance 1253-2010, passed 9/29/2010.

Emergency Designation: Emergency legislation is necessary so that Police may continue to check fingerprints utilizing the existing technology and contractor.
FISCAL IMPACT: This ordinance authorizes an expenditure of $287,743.38 to fund the remaining eight months of the current contract with Morpho Trak Inc. for maintenance of the Automated Fingerprint Identification System (AFIS). Ordinance 1253-2010 authorized $143,047.60 from the General Fund and Seizure Fund for the first four months of the contract. In 2009, $516,615.17 was expended from the General Fund and grant funds for a 15 month maintenance contract from December 1, 2008 through February 28, 2010.
