Explanation

In 2011, the City of Columbus will begin collective bargaining negotiations with AFSCME Locals 1632 and 2191and FOP Capital City Lodge #9. As in the past, it is the Department of Human Resources' desire to utilize the services of Baker and Hostetler LLP for the collective bargaining negotiations and related activities throughout 2011. The law firm of Baker and Hostetler LLP has been solicited to provide assistance because of its experience representing the City of Columbus in previous negotiations with these bargaining units.

This legislation will authorize the Director of Human Resources to enter into contract with Baker & Hostetler LLP and will further authorize the expenditure of $250,000.00 to compensate the contractor for services rendered in conjunction with collective bargaining negotiations and related activities throughout 2011. The competitive bid process would exacerbate an already protracted process and would not be conducive to bringing the negotiations to closure in an expeditious fashion. Therefore, competitive bidding requirements are being waived.

Fiscal Impact: These funds are budgeted within the Department of Human Resources 2011 budget.
