Title: To authorize and direct the Director of the Recreation and Parks Department to accept a grant in the amount of $18,788.00 and enter into agreement with the Ohio Arts Council for funding to support the 2008 Festival Latino, to authorize the appropriation of $18,788.00 from the unappropriated balance of the Recreation and Parks Grant Fund to the Recreation and Parks Department and to declare an emergency. Explanation

Background: The Ohio Arts Council has awarded the Department of Recreation and Parks a grant in the amount of $18,788.00 for the 2008 Festival Latino. Funding from the grant will be used toward artists' fees, marketing expenses and a bilingual deaf interpreter for stage performers. This event continues to provide cultural and educational benefits serving the Hispanic/Latino population and community at large. A match in the amount of $18,788.00 is required from the Recreation and Parks Department and will come from existing administration and personnel costs.

Previous Festival Latino grant awards were $20,459.00 in 2007 and $19,238.00 in 2006.

Emergency action is requested in order to have funding available for necessary expenditures.

Fiscal Impact: $18,788.00 is required and budgeted in the Recreation and Parks Grant Fund.

WHEREAS, the Ohio Arts Council has awarded the City of Columbus, Recreation and Parks Department, a grant to support the 2008 Festival Latino; and

WHEREAS, proceeds from the grant will be used to pay artists' fees, marketing expenses and a bilingual deaf interpreter for stage performers; and

WHEREAS, it is necessary to accept said grant and appropriate said funds; and

WHEREAS, an emergency exists in the usual daily operation of the Recreation and Parks Department in that it is immediately necessary to accept said grant and appropriate said funds in order to have monies available for necessary expenditures; now, therefore
