Title: To authorize the Director of Recreation and Parks to enter into contract with Aggressive Mechanical, Inc. for the HVAC Upgrades - Adventure Center and Cleo Dumaree Project; to authorize the transfer of $750,000.00 within the Recreation and Parks Voted Bond Fund; to authorize the amendment of the 2024 Capital Improvements Budget; and to authorize the expenditure of $1,000,000.00 from the Recreation and Parks Grant Fund and the Recreation and Parks Voted Bond Fund. Explanation

Background: This ordinance authorizes the Director of the Recreation and Parks Department to enter into contract with Aggressive Mechanical, Inc for the HVAC Upgrades - Adventure Center and Cleo Dumaree Project. The contract amount is $905,000.00, with a contingency of $93,000.00, for a total of $998,000.00. An additional $2,000.00 is being authorized for interdepartmental inspections and fees for a total of $1,000,000.00 being authorized by this ordinance.

This project is a continuation of departmental efforts to modernize end-of-life HVAC equipment throughout facilities in order to improve energy efficiency and user comfort. The scope includes controls upgrades at the Adventure Center in Franklin Park. It also includes replacement of the boiler and installation of low-speed high-velocity fans at Cleo Dumaree Athletic Complex.

Columbus Recreation and Parks received a $250,000.00 US Department of Energy (DOE) Infrastructure Investment and Jobs Act (IIJA) grant from the Ohio Department of Development, Office of Energy and Environment (OEE) - Energy Efficiency Program for Ohio Communities to execute this project, as authorized by Ordinance 0695-2024.

This project is the first of three phases to replace or upgrade antiquated HVAC control systems. These will improve operating efficiency of the facilities and allow them to be added to the department’s Niagara system for remote management.

Phase 1 includes the Adventure Center and Cleo Dumaree Athletic Complex. Phases 2 and 3 will include Whetstone Community Center, Dodge Community Center, Brentnell Community Center, the 1533 Alum Industrial Drive Complex, Blackburn Community Center, Barack Community Center, and Beatty Community Center.
