Explanation
Background: The City of Columbus, Transportation Division, is engaged in the Demorest/Sullivant Improvement project. The project will reconstruct Demorest Road from Glorious Avenue to Parkside Road and Sullivant Avenue from a point 345' west of Wilson Road to a point 62' east of Southampton Avenue. Improvements will be made to turning radii, pavement, sidewalks, handicapped ramps, drainage structures, traffic control devices and street lighting. The City originally began acquisition of right-of-way in 2000. As a result of updated design standards for Americans with Disabilities Act (ADA) it has been determined that additional right-of-way will be required before construction of the proposed improvements can begin. This legislation establishes funding for acquisition of additional right-of-way necessary to install ADA-compliant sidewalks and ramps throughout this project. Preliminary acquisition cost estimates indicate $80,000.00 will be required for acquisition-related activities, including title and closing costs, appraisal fees, other staff costs, and acquisition of fee simple title and lesser interests and to the recently identified additional property needed for this project. This ordinance authorizes the City Attorney to expend $80,000.00 for this purpose.
Fiscal Impact: The Transportation Division budgeted $2.14 million in the 2004 Capital Improvements Budget (CIB) for Roadway Improvements. All of the funds from the July 2004 bond sale for Roadway Improvements have either been expended or encumbered. This ordinance authorizes $80,000 for acquisition-related expenses for the Demorest/Sullivant Improvement project. Therefore, funds to pay for the property acquisition must be transferred from within the Transportation Division's 1995, 1999 Voted Streets and Highways Fund from the Krumm Park project to Roadway Improvements.
