Title: To authorize the Director of Public Utilities to modify and increase an existing contract with Evans, Mechwart, Hambleton & Tilton, Inc., for additional design services associated with the Linden Avenue Area Wide Storm System Improvements Project, which is part of the Group 8A Area Wide Stormwater System Improvements, for the Division of Sewerage and Drainage, to authorize the expenditure of $49,111.00 within the Storm Sewer Bonds Fund, to authorize an amendment to the 2005 Capital Improvements Budget, and to declare an emergency. Explanation

BACKGROUND: This ordinance authorizes the Public Utilities Director to modify and increase a professional engineering services contract with Evans, Mechwart, Hambleton & Tilton, Inc., for the Linden Avenue Area Wide Storm System Improvements Project, which is a part of the Group 8A Area Wide Stormwater System Improvements, and to amend the 2005 Capital Improvements Budget. This modification is for additional designing services for the Division of Water and Department of Development. This is the second modification to the original contract.

Amount of additional funds to be expended: $49,111.00
Original Contract Amount: $ 551,658.68 (Group 8A total) {$255,246.68 (Linden's amount)}
Modification #1: $ 227,043.70 (Linden Ave.)
Modification #2 (current): $ 49,111.00 (Linden Ave.)
Grand Total: $ 827,813.38 (total contract amount for Group 10)

Reasons additional goods/services could not be foreseen:
During the final plan review, the Division of Water identified several water lines in the project area which were determined are at the end of their useful life. Subsequently, they requested the Division of Sewerage and Drainage include replacement of said water lines into the plans, necessitating revisions to the plans.

Additionally, at the request of the Department of Development, Greenview Estates Detention Basin plans were separated from the rest of the project and finalized on an accelerated schedule, to be included within the Rough Grading and Utilities Package for Greenview Estates Subdivision.

Reason other procurement processes are not used:
The work under this contract modification is a plan update/revision work to be done as part of the final plan review process.

Price quotes for the additional design services under this modification were requested by the Division of Sewerage and Drainage, prepared by the design engineer, and were subsequently reviewed by Division personnel and...
