Explanation

BACKGROUND:

Need: This legislation authorizes the Director of Public Safety to apply for and if awarded accept a Homeland Security Overtime Program (HSOP) grant from the U.S. Department of Justice via the Office of Community Oriented Policing Services. The Homeland Security Overtime Program provides state, local and tribal law enforcement agencies the opportunity to apply for additional officer overtime funding to support programs that increase community safety and security and reduce public fear. Grant overtime funding would support assisting federal agencies with national security/terrorism concerns, training in practical terrorism exercises,protecting sensitive/vulnerable sites and temporarily replacing many of the officers activated for military duty.

FISCAL IMPACT:

A Homeland Security Overtime Program grant could provide federal funding of up to 75% of the total overtime costs and would require a 25% local cash match. The maximum city match amount of $333,278.00 has been included in the adjustments to the 2004 target budget.

WHEREAS, the U.S. Department of Justice Homeland Security Overtime Program is providing funding opportunities for additional officer overtime to support community policing and homeland security efforts, and

WHEREAS, the Columbus Division of Police is in need of additional resources to improve its efforts in the area of homeland security without sacrificing its community policing efforts; now, therefore
