Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to modify and extend three (3) existing Universal Term Contracts (UTC) for the option to obtain Pharmaceutical Supplies with Bound Tree Medical LLC, CC005886, expires 5/14/2027, Henry Schein Inc. CC000504, expires 12/23/2026 and Life-Assist, Incorporated CC010830, expires 3/18/2028. This contract provides Pharmaceutical Supplies used by Emergency Medical Transport (EMT) services within the Department of Public Safety. This modification is necessary to keep supplies stocked at adequate levels for emergency services. Time would not allow for a bid process. A bid process will be conducted January of 2027 or shortly thereafter to establish a new contract(s) for Pharmaceutical Supplies. The contracts, PO333157, PO333128 and PO330374, were established in accordance with Request for Quotation RFQ021056 and will expire June 30, 2026.

Pursuant to Section 329.09(a) of Columbus City Codes:
(1) Amount of additional funds to be expended under the modification: No additional funding will be immediately necessary.
(2) Why the need for additional goods or services could not be foreseen at the time the contract was initially awarded: N/A
(3) Why it would not be in the city's best interests to have the additional contract requirements awarded through other procurement processes specified in this chapter: N/A
(4) How the price for the additional goods or services which are the subject of the modification was determined: N/A

EMERGENCY DESIGNATION: The Finance and Management Department respectfully requests this legislation be considered an emergency because the current contract expires June 30, 2026 and Pharmaceutical Supplies need to be readily available and stocked at adequate levels for emergency service needs.

FISCAL IMPACT: No funding is required to modify the option contract. The Department of Public Safety must set aside their own funding for their estimated expenditures.
