1. BACKGROUND:
This legislation authorizes the Director of Public Utilities to enter into contract with Poly-Triplex Technologies, Inc., for a test project that will allow the Division of Sewerage and Drainage to evaluate a new sewer rehabilitation product known as Poly-Triplex Lining System. This contract will rehabilitate 12 manholes that are in excess of 90 years old.
The Division will be evaluating two new rehabilitation products by utilizing them in the rehabilitation of 24 manholes along the Franklin Main a combined sewer located in close proximity to the Olentangy River in the Clintonville community within the City of Columbus. The other test project will utilize the Multiplexx Liner system, and will be utilized in 12 manholes in the same area. Approval for this project's Contract B-2 is requested within this legislation. The other test project (B-1) is being requested under separate legislation.
2. BID WAIVER INFORMATION:
Due to the nature of this contract being a test project for a new sewer rehabilitation product, the competitive procurement procedures of the Columbus City Codes cannot be fulfilled.
3. FUNDING INFORMATION:
This legislation requests a transfer of $60,677.60 in residual funds from the Blacklick Sanitary Interceptor project to the Franklin/Main Interceptor project. There currently exists $70,358.72 within the Franklin/Main Interceptor project, and so this additional amount is needed to fund the subject contract.
