Explanation
1. BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a construction contract with Shelly and Sands, Inc., in the amount of $4,670,371.14; to encumber funds with the Transportation Division for inspection, material testing and prevailing wage coordination services in the amount of $705,000.00; to authorize the City Auditor to transfer a total of $396,801.80 within the Storm Sewer Bond Fund; and to amend the 2005 Capital Improvements Budget; all in connection with the Briggs Road Open Channel Enclosure Project.
This is a multi agency project with $3,784,574.48 from the Division of Sewerage and Drainage Storm Bond Fund, $612,227.32 from the county and $978,569.34 from the Division of Transportation. The Division of Sewerage and Draining is covering the cost for the county and will be reimbursed. The Division of Transportation's funds were made available from Auditor's Certificate AC022717.
2. CONSTRUCTION CONTRACT AWARD: The Director of Public Utilities publicly opened five bids on September 14, 2005. These bids were received from Shelly and Sands, Inc., $4,670,371.14; Complete General, $4,811,287.42; George Igel, $4,953,540.60; Savko Construction, $5,066,536.38 and Kokosing Construction, $6,264,994.80. The lowest and best bid was from Shelly and Sands, Inc. 3. EMERGENCY DESIGNATION: The Division of Sewerage and Drainage requests that City Council designate this ordinance an emergency measure in order to allow for the immediate commencement of these urgently needed stormwater infrastructure improvements.
4. FISCAL IMPACT: The Division is requesting an amendment to the 2005 Capital Improvements Budget for purposes of establishing sufficient budget authority for this expenditure. In addition, this legislation includes a transfer ...
