Explanation
1. BACKGROUND:
A. Need. This legislation authorizes the Director of Public Utilities to enter into a construction contract with The Great Lakes Construction Co., for the Jackson Pike Wastewater Treatment Plant New Headworks project for the Division of Sewerage and Drainage.
The proposed contract with The Great Lakes Construction Co. is for Contract J208, Berliner Site Decommissioning and New Grit Pad at the Jackson Pike Wastewater Treatment Plant (JPWWTP). The construction work consists of three sites:
1. Berliner Site Decommissioning
Decommissioning of existing DOSD facilities, modification of the existing grit tanks to route 108-inch OSIS through the tanks, demolition of the concrete grit pad and various site work.
2. Harmon Avenue/Emig Road
Construction of a new grit pad, storage building, a new gate and various miscellaneous site work.
3. Jackson Pike WWTP
Replacement of two chain link fence gates and operators, replacement of operator for a third gate, security system and associated electrical work, minor concrete work and minor miscellaneous site work.
The contract was advertised in the City Bulletin, and bids were received on January 27, 2009, as follows:
1. The Great Lakes Construction Co. | MAJ | $4,982,375.00
2. Kenmore Construction Co., Inc. | MAJ | $5,898,235.00
3. Kokosing Construction Co., Inc. | MAJ | $5,932,735.00
The Engineer's construction cost estimate was $8,000,000.00.
Award is recommended to the lowest Responsive and Responsible and Best Bidder.

2. FISCAL IMPACT:
