Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to establish a Universal Term Contract (UTC) for the option to purchase Fairbanks Morse and Layne Pump Parts and Repair Service with The H.P. Thompson Utility & Thermal Equipment Company. The Division of Sewerage and Drainage and the Division of Water are primary users for Fairbanks Morse and Layne Pump Parts and Services. Fairbanks Morse and Layne Pumps are used for flushing and sludge return during the wastewater treatment process. The term of the proposed option contract would be approximately two (2) years, expiring December 31, 2028, with the option to renew for one (1) additional year or portion thereof. The Purchasing Office opened formal bids on January 22, 2026. In addition, the expenditure of $1.00 is hereby authorized from General Budget Reservation BRPO003264.
The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329 relating to competitive bidding (Request for Quotation No. RFQ031870). One (1) bid was received.

Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance as the previous contract expired on September 30, 2025 and without a contract in place, repairs of pumps used in the flushing and sludge return during the wastewater treatment process are delayed.
