Explanation
BACKGROUND: This legislation authorizes the appropriation and expenditure of $712,702 from the Emergency Human Services Fund to the Department of Development and authorizes the Director of the Department of Development to enter into Agreements with various social service agencies throughout Central Ohio for the provision of services for a twelve-month period. The total amount of these agreements is $712,702.
This ordinance represents programs to be funded following the Department of Development's application process. This legislation targets those social service agencies that will provide help to families and households through access to refugee and resettlement programs, information and referral, senior care, abuse intervention, child care and workforce development programs. In addition, the city supports programs and activities so that the greater population is assured access to information, technical and other community assistance. This funding will allow the process to continue.
Emergency action is necessary to avoid causing interruptions in the delivery of program services.
FISCAL IMPACT: In 2008, a total of $1,200,000.00 has been allocated to fund social service programs through the Emergency Human Service Fund.

To approve the grant applications of various social services agencies, seeking assistance for operating costs associated with the delivery of their programs pursuant to Section 371.02 (c) of the Columbus City Codes, 1959; to authorize the appropriation of $712,702.00 from the unappropriated balance of the Emergency Human Services Fund to the Department of Development; to authorize the Director of the Department of Development to enter into agreements with various social service agencies to provide assistance for emergency operating costs associated with the delivery of the programs; to authorize the expenditure of $712,702.00 from the Emergency Human Service Fund; and to declare an emergency.
