Explanation
The South High Street (north of SR 104) bridge over the CSX and Norfolk Southern railroad tracks is structurally deficient and in need of major renovation. Ordinance 0623-1999 passed by City Council March 15, 1999, authorized a $184,480.00 design contract with Barr Engineering, Incorporated, for the South High Street Over Railroad project. During the preliminary design of this project it was determined that a new pier was required that was not included in the original scope. This legislation authorizes a modification to the design contract for this project.
Barr Engineering has subcontracted with BBC&M Engineering, Incorporated, to perform a subsurface investigation at the new bridge pier 3. This will consist of one boring performed "mast down" and two borings performed outside of the existing bridge limits. In order to access the new pier location vehicles must crossover two sets of CSX tracks before entering Norfolk Southern Railroad right-of-way. BBC&M must obtain a Not for Environmental Right-of-Entry Permit from CSX and Railroad Protective Liability Insurance. The cost for a required on-site certified railroad flagger is also included. The additional cost is for staking the right-of-way for coordination with the property owners that have buildings encroaching the City of Columbus right-of-way.
The proposed modification includes: subsurface investigation by BBC&M, Engineering Inc., $11,950.00; revised subsurface proposal by BBC&M, Engineering Inc., $4,700.00; and Barr Engineering, Inc. right-of-way coordination with existing property owners, $62,805.00. The total modification amount is for $79,455.00. The total contract amount, including the modification, will be $263,935.00.
Barr Engineering, Incorporated's contract compliance number is 31-1347309 and expires November 18, 2006.
