1. BACKGROUND
This ordinance authorizes the Director of Public Service to enter into a professional services contract with Prime AE Group, Inc. in the amount of up to $300,000.00 for the Roadway - General Engineering 2025 - 2 project.
The intent of this project is to provide the City of Columbus, Department of Public Service, additional resources that are necessary to perform professional engineering and survey services as well as provide technical expertise for the Department to complete its capital budget commitments. The contract will be a task order contract funded with an initial appropriation of $300,000. The contract may be modified as additional funding becomes available.
The Department of Public Service, Office of Support Services, solicited Requests for Proposals for two Roadway - General Engineering 2025 contracts. The intent was to award the two highest scoring consultants separate contracts. The project was formally advertised on the Vendor Services and Bonfire web sites from May 28, 2025, to June 25, 2025. The City received Nine (9) responses. A proposal from E.P Ferris was deemed non-responsive due to their not meeting all required ODOT pre-qualification categories. The remaining proposals were deemed responsive and were fully evaluated when the Evaluation Committee met on July 18, 2025. The responding firms were:
