Explanation
This ordinance authorizes the Director of the Department of Technology to modify a contract associated with purchase order EL004289, with Roscor Corporation, for the purchase of an additional video digital encoder, for the City's Video Distribution Playback System. During the design phase, for the new video distribution system, it was determined that the additional encoder would provide needed capacity to ingest video material into the proposed video server. The purchase is necessary in order to take advantage of factory installation and configuration of the server unit.
EMERGENCY:
There is an immediate need to modify a contract with Roscor Corporation for the purchase of a video digital encoder, to facilitate and expedite prompt payment.
FISCAL IMPACT:
Previously this year, the Department of Technology has expended $471,436.50 with Roscor. Currently, funds for these services are available within the budgeted 2004 Department of Technology, Cable Communications Funds.

WHEREAS, it is desirable to install and operate a video distribution system for the City's cable access television channels with optimum capacity to meet current and future needs, and
WHEREAS, it is desirable to take advantage of the benefits of factory installation and configuration of the video server which is a major component of the video distribution playback system; and
WHEREAS, funding has been identified in the appropriated 2004 cable communications budget to provide for the purchase of an additional video encoder in the amount of $1,500.00; and
