Explanation
The Franklin County Municipal Court Judges desire to engage in the second year of a potential four year contract for security guard services in the Municipal Court Building, 375 S. High Street, with Willo Security, Inc In fiscal 2004, the court submitted bid waiver legislation to contract with Willo Security, pursuant to Ordinance No. 0130-2004, after cancelling all formal bids on Solicitation No. SA 000544. The end result of this solicitation was both Global Security, prior contracted vendor, and Willo Security, bid identical pricing. Subsequently the court chose Willo Security due to prior contractual non-compliance issues with Global Security.

EMERGENCY ACTION is requested in order to continue uninterrupted services.

FISCAL IMPACT: $293,000.00 has been allocated within our 2005 Special Projects Fund Budget for this expenditure.

High, is absolutely imperative for the safety and well-being of the building employees, and the general public pursuant to original bid specifications addressed in Bid Proposal No. SA 000093-GM, bid in 11/01, and also pursuant to a re-bid on Solicitation No. SA 000544, bid in 10/03, and
