BACKGROUND: This legislation authorizes the Finance and Management Director to establish three (3) Universal Term Contracts (UTCs) for the option to purchase Flexible Repair Couplings with Core & Main LP, Ferguson US Holdings, Inc., and Flex Connection Inc. The contracts provide flexible repair couplings for the Department of Public Utilities. Flexible Repair Couplings are used to repair water and duct lines. The term of the proposed option contracts would be approximately three (3) years, expiring April 30, 2028, with the option to renew for one (1) additional year. The Purchasing Office opened formal bids on February 20, 2025. In addition, the expenditure of $3.00 is hereby authorized from General Budget Reservation BRPO003196.
The Purchasing Office advertised and solicited competitive bids in accordance with the relevant provisions of Section 329.18 of Columbus City Codes relating to competitive bidding (Request for Quotation No. RFQ029477). Three (3) bids were received.
The Purchasing Office is recommending award to the overall lowest, responsive, responsible and best bidders as follows:
Core & Main LP, CC# 000148, All flexible repair coupling items and catalogue, $1.00
Ferguson US Holdings, Inc., CC# 034489, All flexible repair coupling items and catalogue, $1.00
Flex Connection Inc., CC# 015765 All flexible repair coupling items and catalogue, $1.00
Total Estimated Annual Expenditure: $200,000, Division of Sewerage and Drainage, the primary user.
Emergency Designation: The Finance and Management Department respectfully requests this legislation to be considered an emergency ordinance because the contract expired on March 31, 2025 and Flexible Repair Couplings are needed as they are vital to ensure continuing repair and replacement of City sewer lines.
