Explanation
The Juvenile Bureau of the Columbus Division of Police along with other area agencies have combined with Franklin County Children's Hospital to provide a central location and a collaborative approach in the assessment, treatment, protection, investigation and prosecution of child abuse and the support and treatment for domestic violence victims. Children's hospital is in the process of constructing a facility located at 655 E. Livingston Avenue, which will be occupied by each of the participants to provide services to victims of child abuse and domestic violence. Participants of the agreement include Franklin County Children Services, the Franklin County Prosecutor, the Franklin County Sheriff and the Columbus Coalition Against Family Violence.

Emergency Designation: Emergency legislation is requested because both a memorandum of understanding and an operating agreement have been effective since March 2002 and June 2005 respectively.
FISCAL IMPACT:
Funds were not specifically budgeted but this project, but will be funded from current available resources. This expenditure will be projected in the Division of Police's second quarter financial review.

To authorize and direct the Director of Public Safety to enter into an agreement with the Children's Hospital Center for Child and Family Advocacy for the lease and maintenance of office space to be used for the investigation and prosecution of child abuse and domestic violence cases; to authorize the expenditure of $39,837.78 from the General Fund; and to declare an emergency.
