Explanation
The purpose of this ordinance is to authorize the Director of Public Utilities to modify a service agreement with Abell Elevator International for complete wiring replacement of the freight elevator at the Southerly Wastewater Treatment Plant, south incinerator.
The freight elevator in Southerly's south incinerator building was originally installed in 1986. The atmosphere in the building is extremely harsh with excessive amounts of moisture, corrosive gases and dust. This elevator is critical to the operation of the incinerators. It is the only means of moving tools, equipment between floors and also is used to transport ash, clinkers and other incineration byproducts out of the building for disposal. Over the past couple of years the reliability of the elevator has deteriorated significantly and in 2003 the plant has spent an inordinate amount of funds trying to keep the elevator in service. A close inspection of the elevator revealed that most of the wiring that is integral to elevator operation is so badly corroded that the only cost effective measure is complete wiring replacement. Many of the door sensing devices and other remote indicators also are in need of replacement to make the elevator reliable over the next several years.
The Division of Sewerage and Drainage, Southerly Wastewater Treatment Plant solicited quotes for establishing preventative and corrective maintenance of elevators at the plant. Purchase order ED-010457 was awarded to Abell Elevator International. It has become necessary to modify and increase ED-010457 for these additional and critical repairs.
