Explanation

BACKGROUND:
The East Franklinton Overlay was prepared to implement certain provisions of The Franklinton Plan, which was adopted by City Council in 2003. The Overlay establishes design and development standards for residentially and commercially used or zoned property within East Franklinton.

The East Franklinton Overlay reflects the intent and requirements for a planning overlay as prescribed by Chapter 3372 of the Columbus Zoning Code. Overlay standards are intended to safeguard and reinforce those features of a traditional neighborhood that characterize the subject area.

Facilitated by the city of Columbus Planning Division, the East Franklinton Overlay was prepared in conjunction with a committee of community stakeholders and, consequently, reflects the goals and aspirations of the community-at-large.

The Overlay was presented to the Franklinton community at a public open house in February 2004 and has received the support of the Franklinton Area Commission, the Franklinton Board of Trade, and city of Columbus Development Commission.


FISCAL IMPACT: No funding is required for this legislation.

WHEREAS, the purpose of the East Franklinton Overlay has been prepared to safeguard and reinforce those features of a traditional neighborhood that characterize the subject area; and

WHEREAS, the subject area is defined as that portion of Franklinton generally bound by the Scioto River on the north, the first set of railroad tracks west of Starling Street on the east, the Scioto River/I-70 on the south, and State Route 315 on the west; and

WHEREAS, the Overlay establishes design and development standards for residentially and commercially used or zoned property within the subject area; and
