Explanation
Contract CT-17940 with Benatec Associates, Incorporated, was authorized by Ordinance 3079-1996E, passed January 22, 1997. That ordinance provided for the design of the Short Street Improvement project. Benatec Associates, Incorporated, has been purchased by the Floyd Browne Group, Incorporated. This legislation authorizes the Public Service Director to assign all past, present and future City of Columbus business transactions with Benatec Associates, Incorporated, to Floyd Browne Group as required by the City Auditor's Office. It also authorizes a modification to this design contract with Floyd Browne Group, Incorporated, as the successor organization to Benatec Associates.

This project is being designed to reconstruct and improve Short Street from Mound Street to its south terminus. It includes sidewalks, curbs, curb ramps, street lighting, street trees and drainage improvements. A contract modification is necessary to redesign Short Street from three lanes to two lanes to accommodate street side beautification in conjunction with development plans for this area and to provide plans for the connection of Short Street to Sycamore Street.

This modification is a revision to the original scope of services and is a continuation of the existing work being performed and it would not be practical to contract with a different consultant.

Benatec Associates, Incorporated, now Floyd Browne Group, contract compliance number 34-1775535 (expires October 28, 2007) was selected in 1997 in accordance with City Code Chapter 329 for professional service contracts. We have negotiated new hourly rates for this modification because the current contract is eight (8) years old. Costs have increased by approximately three percent (3%) per year for the past eight years. The overhead rate and percentage of profit from the original contract were used because they are still valid.
