Explanation
Need: The City of Columbus Division of Police has been awarded funding through the S.T.O.P. Violence Against Women Act 2003 Initiative. Acceptance of this FY2003 award and emergency appropriation of the awarded funds are necessary to continue uninterrupted funding for the CPD Domestic Violence Unit operations. The grant funding will enhance and continue existing Domestic Violence Unit services through the purchase of specialized film, office and communications equipment. The City must act as subgrantee to the Franklin County Board of Commissioners through the Justice Programs Unit according to the federal grant guidelines. Therefore the Mayor is required to sign a subgrantee award and contract document to accept the award on behalf of the City.
Emergency Designation: Emergency legislation is needed to expedite making the funds available for the ongoing operating expenses that are funded by this grant award.
FISCAL IMPACT:
There is no impact for the General Fund Account. The City through the Division of Police will provide an in-kind match for the grant.

To authorize and direct the Mayor of the City of Columbus to accept a subgrantee award and enter into a contract with the Franklin County Board of Commissioners via the Justice Programs Unit for the FY2003 Violence Against Women Act (VAWA) grant, to authorize an appropriation of $11,300.00 from the unappropriated balance of the General Government Grant Fund to the Division of Police to cover the costs of the D V Unit FY2003 VAWA grant project and to declare an emergency.
