BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a construction contract with Decker Construction Company, in the amount of $1,136,997.50, for the Utility Cut Restorations - 2012 Project, Contract Number 2011.

Various types of utility excavations are performed within the City of Columbus' right-of-way by the Department of Public Utilities. The restoration work typically involves repair of existing pavement, curbs, and sidewalks in a manner conforming to the City of Columbus, 2012 Construction and Material Specifications (CMSC). The Department routinely outsources this restoration work to a contractor that is equipped and trained to make these repairs. Typical types of restoration work that requires outsourcing involve the installation of wheelchair ramps, asphalt repair involving thermalbond heatweld repairs, asphalt milling machines capable of full width milling, and the delivery of flowable controlled density fill using volumetric mixer trucks.

ECONOMIC IMPACT/ADVANTAGES; COMMUNITY OUTREACH; PROJECT DEVELOPMENT; ENVIRONMENTAL FACTORS/ADVANTAGES OF PROJECT: This project will allow us to continue making timely repairs to roadway surfaces and sidewalks following repairs to the distribution system pipelines.

CONSTRUCTION CONTRACT AWARD: The Director of Public Utilities publicly opened one bid on March 21, 2012 from Decker Construction Company, in the amount of $1,136,997.50.

Decker Construction Company's bid was deemed the lowest, most responsive and responsible bid in the amount of $1,136,997.50. Their Contract Compliance Number is 31-0983557 (expires 2/3/14, Majority).
