Title: To authorize the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with General Temperature Control for the renovation of the HVAC system for the Facilities Management Division Security office, 90 West Broad Street; to authorize the expenditure of $145,000.00 from the Gov'l Super B.A.B.'s (Build America Bonds) Fund; and to declare an emergency.  ($145,000.00)
Explanation

BACKGROUND:  This legislation authorizes the Finance and Management Director to enter into a contract on behalf of the Office of Construction Management with General Temperature Control for the renovation of the HVAC system for the Facilities Management Division Security office, 90 West Broad Street.   

The project shall include renovation of the existing chilled water air conditioning system to accommodate the needs of the Facilities Management Division Security office. The present air conditioning system is supplied by a chilled water circuit from the buildings air conditioning system and has the potential to rupture in this computer room environment possibly damaging building security electronics. As well, it is close to the useful life, and failed to operate several times last year.  This renovation is designed to replace the existing chilled water air conditioning system with a direct expansion unit. By utilizing the direct expansion unit the area will also have humidification, dehumidification and re-heat capabilities in order to address the needs of the electronics and monitoring systems present in the room.

Formal bids were solicited and one company submitted a bid on April 11, 2012 as follows (0 FBE, 0 MBE):

                   General Temperature Control          $145,000.00

The Office of Construction Management recommends the bid award be made to the most responsive and responsible bidder, General Temperature Control.

Emergency action is requested so that needed renovations can be completed as soon as possible to meet the operational needs of the Facilities Management Security, thereby providing necessary services to the users of City Hall.

Fiscal Impact:  The cost of this contract is $145,000.00.  This legislation authorizes the expenditure of $145,000.00 from the Gov'l Super B.A.B.'s (Build America Bonds) Fund.
