...Explanation
The Public Service Department, Transportation Division, recently received a request to rename that portion of South 19th Street, from Markison Avenue south to the north right-of-way of vacated Welch Avenue. The request was submitted by Pamela Robinson of the Lincoln Park Community Baptist Church and would rename this portion of South 19th Street as JAMES A. CARTER SR. PLACE. The reason for this request is to allow this congregation and the greater Columbus community to honor Mr. Carter upon his retirement and to thank him for his 26 years of faithful service to the congregation. The Lincoln Park Community Baptist Church owns the properties on both sides of this portion of South 19th Street and therefore this name change will not affect any other property owners.

Emergency Justification:
Mr. Carter's birthday is June 14 and the congregation would like to have the street name changed and new street signs installed on or before Mr. Carter's birthday.

WHEREAS, Pamela Robinson of the Lincoln Park Community Baptist Church submitted a request to the Public Service Department, Transportation Division, to rename that portion of South 19th Street, from Markison Avenue south to the north right-of-way of vacated Welch Avenue as JAMES A. CARTER SR. PLACE; and

WHEREAS, this request was made to allow the Lincoln Park Community Baptist Church and the greater Columbus community to honor Mr. Carter upon his retirement and to thank him for his 26 years of faithful service to the congregation; and
