Explanation

BACKGROUND: This ordinance authorizes the Finance and Management Director to enter into contract for the Facilities Management Division with General Maintenance and Engineering Company, in the amount of $116,793.00 for the renovation of the roof at Fire Administration building, 3675 Parsons Avenue. The current roof is approximately twenty-five years old and leaks. The renovation will consist of the replacement of the current roof with a granular-textured roof of modified bitumen asphalt. The contractor has sixty days upon notification of the award of the contract to complete the project. The roof will include a two-year workmanship guarantee from the contractor and a thirty-year workmanship and material guarantee from the manufacturer. This roof renovation work is a LEED project.

Formal proposals were solicited on September 29, 2005. Three firms submitted proposals on October 18, 2005 as follows: (0 MBE, 0 FBE).

General Maintenance and Engineering Co. $116,793.00
VEC Systems $138,900.00
K & W Roofing, Inc. $159,199.00


It is the recommendation of the Facilities Management Division to award this contract to the most responsive and responsible bidder, General Maintenance and Engineering Company.

Emergency action is requested so that the contractor will be able to complete this project during good weather.

Fiscal Impact: The Fire Division budgeted $185,000.00 in the Capital Improvement Budget for this project. The cost of this contract is $116,793.00. General Maintenance and Engineering Company Contract Compliance Number 31-14188545, expiration 02/25/2008.
