Explanation
BACKGROUND: For the option to establish a UTC contract to purchase Flygt Pump Parts and Service for the Division of Sewerage and Drainage, the sole user. The parts will be used for maintenance and repair of Flygt manufactured systems within the City's two (2) wastewater treatment plants.
The term of the proposed option contract is two (2) years, expiring August 31, 2011, with the option to renew for one (1) additional year. The Purchasing Office opened bids on March 26, 2009.
The Purchasing Office advertised and solicited competitive bids in accordance with Section 329.06 (Solicitation No. SA003204). Thirty-seven (37) bids were solicited: (M1A-0, F1-1, MBR-1). One bid was received. The vendor did not bid on 18 items - the majority being duplicates or obsolete items, therefore those items will not be awarded.
The Purchasing Office is recommending award to the lowest, responsive, responsible and best bidder:

Total Estimated Annual Expenditure: $200,000.00, all from Division of Sewerage and Drainage, the sole user.
The company is not debarred according to the Excluded Party Listing System of the Federal Government or prohibited from being awarded a contract according to the Auditor of State Unresolved Findings for Recovery Certified Search. This ordinance is being submitted as an emergency because, without emergency action, no less than 37 days will be added to this procurement cycle and the efficient delivery of valuable public services will be slowed.
FISCAL IMPACT: Funding to establish this option contract is budgeted in the Mail, Print Services and UTC Fund Account. City Agencies will be required to obtain approval to expend from their own appropriations for their estimated annual expenditures.
