Explanation
BACKGROUND: This legislation authorizes the Director of Public Utilities to enter into a contract for the installation of a street lighting system with underground wiring under the assessment procedure. Property owners have submitted a petition for a high pressure sodium street lighting system with ornamental poles and underground wiring for the Westerford Village Subdivision. This legislation also authorizes the transfer of funds from the Voted 1995 and 1999 Street Lighting and Electricity Distribution Improvements Fund for the City's share in the cost of installing the street lighting system.
The Westerford Village Subdivision includes: Frenchpark Drive, Frenchpark Court, Laurent Court, Headford Court, Raflin Drive, Raflin Court, and Coachford Drive from Frenchpark Drive to and including parcel numbers 600-210480 and 600-210481.
Resolution No. 195X-2004, adopted October 18, 2004, authorized the preparation of plans and specifications. Emergency declaration of necessity, Resolution Number 122X-2005 was adopted September 12, 2005. Ordinance Number 0002-2006, determining to proceed, was passed January 23, 2006.
Three bids were received and opened by the Director of Public Utilities on March 22, 2006, against Solicitation No. SA001936. The Division of Power and Water recommends an award to Jess Howard Electric Co., in the amount of $105,507.78, as the lowest, responsive, and responsible bid received. Their Contract Compliance Number is 31-4405752.
