Explanation
This ordinance authorizes the Director of the Department of Technology (DoT) to enter into contract with Axelliant LLC for the purchase of Absolute Secure Access (Formerly Netmotion) end user licenses for various city departments, software maintenance and support services for a total cost of $171,709.04.
The city uses Absolute Secure Access software to enable mobile workers, including police officers and public utility field crews, to communicate securely over mobile communication networks. Without this solution, communications will not function securely when accessed over a mobile communication network, significantly diminishing the effectiveness and efficiency of city mobile workers.
The Department of Technology, Fiscal Department, solicited Information for Bids for the Absolute Secure Access license and support services contract. The project was formally advertised on the Vendor Services bid portal from May 21, 2025, to June 13, 2025. The city received seven (7) responses on June 13, 2025. The responding firms were:

Searches in the Excluded Party List System (Federal) and the Findings for Recovery list (State) produced no findings against Axelliant LLC.
The term of this agreement shall be from August 21, 2025, to August 20, 2026. This agreement is not subject to automatic renewal. However, upon mutual agreement, to include same pricing and terms and conditions as those set forth, the services may be continued for two (2) additional one-year terms.
