Explanation

1. BACKGROUND:

A. Need: This ordinance authorizes the Safety Director to enter into an agreement for a civilian canine trainer for the Division of Police. This service is needed to keep our canines astute, accurate and credible, thereby maximizing performance while limiting liability.

B. Bid Information: Dan Bowman of Gold Shield Canine Training, LTD will provide eight hours of in-house canine training a week at a cost of $87.25 per hour. Since Dan Bowman has trained our new canines since 1993, and we still would like to keep him as a trainer, competitive bidding must be waived.

C. Contract Compliance No.: 311759733 is Gold Shield Canine Training, LTD's number.

2. FISCAL IMPACT:

Funds are budgeted in the Division's 2003 General Fund Budget for these services. Thirty Six Thousand Two Hundred Eighty Six ($36,286.00) was encumbered in 2002 for the trainer.

Body

WHEREAS, the Division of Police needs to have all their canines trained on a weekly basis; and

WHEREAS, Gold Shield Canine Training, LTD will provide eight hours in-house canine training per week; and

WHEREAS, Gold Shield Canine Training, LTD have trained all of the Division's Canines since 1993; and

WHEREAS, it is necessary to waive the provision of Section 329.06 of the Columbus City codes, 1959; now therefore


BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:

Section 1. That the Public Safety Director be and hereby authorized and directed to enter into an agreement with Gold Shield Canine Training, LTD for the weekly training of the Division of Police's canines.
