Explanation
1. BACKGROUND: This legislation authorizes the Director of Public Utilities to execute a contract with Kokosing Construction Company Inc., for the construction of the Deland/Zeller Area Sanitary Sewer Improvements Project. This project will rehabilitate approximately 16,800 lineal feet of 8 -inch diameter vitrified clay pipe sewer utilizing the Cured-in-Place Pipe (CIPP) process; the rehabilitation of brick and precast concrete manholes utilizing a cementitious lining system; installation of 3 manholes; open cut point repairs, CIPP point repairs with void grouting; the reinstatement of service connections; replacement of perforated manhole lids; bypass pumping, maintaining traffic and other such work as may be necessary to complete the contract in accordance with the plans (CC-14328) and specifications.
The Director of Public Utilities publicly opened three competitive bid proposals on July 11, 2007. The cumulative results of these bids were: Kokosing Construction Co. submitted a bid of $1,052, 817.21; Reynolds Inliner submitted a bid of $1,053,689.76; and Insituform Technologies, Inc., submitted a bid of $1,151,003.20. The Engineer's Estimate for this project was $908,402.00.

3. FISCAL IMPACT: This ordinance authorizes the transfer and appropriation of funds from the Sewer System Reserve Fund to the OWDA Loan Fund in order to fund this proposed expenditure. This transaction is a temporary measure that is required until such time as the Department is able to execute a loan agreement with the Ohio Water Development Authority and reimburse the Sewer System Reserve Fund.
4. EMERGENCY DESIGNATION:
