Explanation
1. Background
This ordinance authorizes the Director of Public Utilities, through the Division of Power, to enter into a maintenance agreement to charge the City of Upper Arlington for street lighting maintenance and electricity costs on Henderson Road from approximately Reed Road to Stonehaven Drive.
The City of Upper Arlington and the City of Columbus have agreed to a boundary adjustment on Henderson Road starting approximately 405 feet east of Reed Road and running to approximately 450 feet west of Stonehaven Drive. This boundary adjustment resulted in land being transferred from the City of Columbus to the City of Upper Arlington. The City of Columbus will continue to provide all maintenance of the street lighting system on Henderson Road within the boundary adjustment limits in accordance with City of Columbus standard maintenance operations. Maintenance will include, but not be limited to, the following: replacing poles, luminaires, bulbs, ballast, rewiring, repairing conduit, replacing footers, etc. The City of Columbus will also continue to provide electricity to the transferred street lights. The City of Upper Arlington will be invoiced for these costs and will reimburse the costs to the City of Columbus Division of Power.
This maintenance agreement is expected to be in effect until the City of Upper Arlington completes a redevelopment project on Henderson Road that separates the street light circuit into separate circuits between the two cities.
2. FISCAL IMPACT
There is no additional cost to the City of Columbus Division of Power for this maintenance agreement. The City of Upper Arlington will reimburse the City of Columbus Division of Power for all maintenance and electricity costs associated with the street lights covered by the maintenance agreement.
