Explanation
Background: This legislation authorizes the Public Service Director to enter into a contract for the Transportation Division with G & G Cement Contractors in the amount of $375,082.94 for the Long Street and Mt. Vernon Ave. @ 17th St. Project, and to pay construction inspection costs up to $73,657.50. This improvement details a decorative fence around an existing parking lot on Mount Vernon Avenue at 17th Street and brick walk on Long Street from 18th Street to Champion Avenue as well as the installation of iron fencing, brick walk, brick columns, trees with grates and guards and other associated items. (See the attached plan title sheet.). The Notice to Proceed is estimated at August 7, 2003. Project completion is estimated at 90 days. This project was advertised in the Columbus City Bulletin, Dodge Reports and Builders Exchange and was let by the Transportation Division. Ten bidders/suppliers were solicited (8 majority, 2 minority) and four bids were received (3 majority, 1 minority) and tabulated on June 26 2003 as follows:

Evaluation of the quality contractor criteria confirms the low bidder and there for award will be made to G & G Cement Contractors, CC 31-0924129 (expiration 12/18/2005), for the lowest responsive, responsible and best bid.
Emergency action is requested for the immediate execution of the contract for the earliest possible start of construction so that the improvement may be completed in 2003.
Fiscal Impact: Funds are budgeted for the Long Street and Mt. Vernon Ave. @ 17th St. Project in the Voted 1995, Voted 1999 Streets and Highways Fund as part of the Urban Infrastructure Recovery Fund
