Explanation
1. NEED: This legislation authorizes the Director of Public Utilities to modify the professional engineering services contract with DLZ Ohio, Inc. for additional services related to construction contract procurement; Ohio EPA Permit to Install Fees; Backup Waste Activated Sludge Pump design costs and for on-line training of plant personnel all in connection with the Jackson Pike Wastewater Treatment Plant Sludge Handling and Dewatering Improvements Project for the Division of Sewerage and Drainage.
2. PROFESSIONAL ENGINEERING SERVICES MOD. AWARD: This contract is being funded incrementally by modification as the work progresses through the planned project steps from Preliminary Design through Services During Construction. The contract total including this modification is $5,945,245.15. The potential need for the additional work was foreseen and so stated in the original contract's legislation explanation, and is therefore a planned, continuation of the services as originally included within existing contract's scope of service. It is not deemed either feasible or reasonable to suspend work with the entity currently under contract and undertake continuation of the work under a new procurement. The cost of the modification is a continuation of the contractors' current pricing structure, as verified by City staff.
3. FISCAL IMPACT: There is sufficient authority in the 2003 Capital Improvements Budget for this expenditure. This project work will be funded at a future date by a loan from the State of Ohio Water Pollution Control Loan Fund (WPCLF) which is jointly administered by the Ohio Environmental Protection Agency and the Ohio Water Development Authority.
