BACKGROUND: This legislation is to authorize the repeal of Ordinance 0981-2023 which authorized the appropriation and expenditure of 2023 Housing Opportunities for People with AIDS (HOPWA) entitlement grant from the U.S. Department of Housing and Urban Development with Faith Mission, Inc. due to the organization choosing to forego reimbursement.

Body
WHEREAS, the City of Columbus is a participating jurisdiction of the U.S. Department of Housing and Urban Development; and
WHEREAS, the City of Columbus is the recipient of Housing Opportunities for People with AIDS (HOPWA) Grant funds from the U.S. Department of Housing and Urban Development; and
WHEREAS, the Columbus City Council has approved the 2023 Action Plan, per Ordinance 3353-2022, as required by HUD; and
WHEREAS, the Director of the Department of Development chose to modify a Subaward Not-for-Profit Service Contract with Faith Mission, Inc. in an amount up to $500.00 to administer the HOPWA program; and
WHEREAS, Council ordained the provisions of said order on May 18, 2023; and
WHEREAS, the vendor chose to forego reimbursement but notified the program manager after the ordinance had passed; and
WHEREAS, it is in the City’s best interest to repeal Ordinance 0981-2023 and allow the funds to be used for other projects deemed necessary; NOW, THEREFORE,
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
SECTION 1. That Ordinance 0981-2023, approved and passed on May 18, 2023 authorizing the appropriation and expenditure of HOPWA funds with Faith Mission, Inc., the vendor has chosen to forego reimbursement.
