Explanation
BACKGROUND: The Board of Health was awarded $2,236,216 in grant monies
through the Ohio Department of Health, Centers for Disease Control for the Public
Health Emergency Preparedness program.
This ordinance is needed to authorize various community contracts for $279,149 for
the time period October 31, 2009 through August 9, 2010.
The purpose of these contracts is to provide staffing and services to operate ongoing
H1N1 vaccination clinics.
Emergency action is requested to facilitate and expedite H1N1 clinics in the central
Ohio area.
FISCAL IMPACT: The Public Health Emergency Preparedness grant budget
provides $279,149 for various community contracts to support H1N1 clinics in the
central Ohio area.

To authorize and direct the Board of Health to enter into various community contracts to support H1N1 vaccination clinics; to authorize the expenditure of $279,149 from the Health Department Grants Fund; to waive the competitive bidding provisions of the Columbus City Codes; and to declare an emergency. WHEREAS, various community contracts will provide staffing and services to support ongoing H1N1 vaccination clinics in the central Ohio area; and,
WHEREAS, these contracts are necessary per the requirements of the Ohio Department of Health, Public Health Emergency Preparedness program; and,
WHEREAS, an emergency exists in the usual daily operation of the Columbus Health Department in that it is immediately necessary to authorize various community contracts to support ongoing H1N1 vaccination clinics for the immediate preservation of the public health, peace, property, safety and welfare; Now, therefore,
