Explanation
This ordinance amends previously-adopted ordinance 0548-2026 (previously amended by Ordinance 1283-2026) by allowing advance payments of the grant on a predetermined schedule.
Ordinance 0548-2026, approved by Columbus City Council on March 30, 20206, authorized the Office of CelebrateOne to enter into a $250,000.00 grant agreement with Restoring Our Own Through Transformation (R.O.O.T.T.) to support community-oriented Perinatal Support Doula care. Ordinance 0548-2026 added $100,000.00, for a total grant of $350,000.00. This ordinance will allow for advanced payments to be made upon receipt of reporting metrics within this general fund grant with R.O.O.T.T

Fiscal Impact: There is no further fiscal impact, the funding for this program is already appropriated and the expenditures permitted per ordinances 0548-2026 and 1283-2026.

Emergency action is requested to ensure a timely issuance of grant funds in support of the program to not unduly affect ROOTT’s ability to provide services to impacted communities.

WHEREAS, ordinance 0548-2026, approved by Columbus City Council on March 30, 20206, authorized the Office of CelebrateOne to enter into a $250,000.00 grant agreement with Restoring Our Own Through Transformation (R.O.O.T.T.) to support community-oriented Perinatal Support Doula care; and
WHEREAS, ordinance 1283-2026 increased the grant agreement by $100,000.00; and
WHEREAS, per C.C. 111.14 all grant agreements with advanced payment must have the grants advanced payment status specifically stated within their ordinance; and
WHEREAS, an emergency exists in the usual daily business of the Office of CelebrateOne in that it is immediately necessary to effectuate this amendment to ensure a timely issuance of grant funds in support of the progr...
