BACKGROUND:
The U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) Entitlement Programs provide annual grants on a formula basis to the City of Columbus to develop viable urban communities by providing decent housing and a suitable living environment, and by expanding economic opportunities, principally for low-and moderate-income persons.
The Department of Finance and Management, Grants Management Section, has collaborated with the Department of Development, Housing Division, to compose a Residential Antidisplacement and Relocation Assistance Plan, which outlines the City of Columbus’ responsibility to minimize the displacement of and provide relocation assistance to individuals impacted by activities supported through the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funding.
Title
To authorize the Mayor to adopt a Residential Antidisplacement and Relocation Assistance Plan for activities undertaken by the City funded through the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG) and HOME Investment Partnerships (HOME) grant programs.
Body
WHEREAS, the City of Columbus is a Participating Jurisdiction of the U.S. Department of Housing and Urban Development (HUD), and the City is a current recipient of Community Development Block Grant (CDBG) and HOME Investment Partnerships Program (HOME) funds from HUD; and
WHEREAS, per HUD Notice CPD-94-16, Participating Jurisdictions receiving CDBG and HOME funding from HUD are required to follow a Residential Antidisplacement and Relocation Assistance Plan; and
WHEREAS, under the Plan, the City must identify the reasonable steps it will take to minimize the displacement of persons from their homes as a result of a CDBG or HOME assisted project; and
