Explanation
BACKGROUND:
This ordinance authorizes the Franklin County Municipal Court Judges to enter into a one-year contract, subject to four one-year renewal periods (This is year two of five) with Microgenics Corporation DBA Thermo Fisher Scientific Inc. for the rental of a chemistry analyzer. The original authorizing legislation was Ordinance No. 0435-2024. The current contract which is the first-year of the multi-year contract expires on 3/31/25
The chemistry analyzer will be used to process randomized and instant drug testing for defendants and probationers. The Court previously contracted with an outside vendor in an alternate location to perform drug testing. After reviewing the Court’s drug testing procedures and needs, the decision was made to move the service into the Courthouse. The court will employ two employees to run the drug testing lab.

FISCAL IMPACT: Funds for this contract are budgeted and available within the Municipal Court 2025 Specialized Docket and Probation User Fee Funds.
