Explanation
1. BACKGROUND:
This legislation authorizes the Director of Public Utilities to modify the professional engineering services agreement with Burgess & Niple, Inc. for the Southerly Wastewater Treatment Plant Effluent Disinfection Improvements project. Engineering services needed for the project are being funded incrementally by contract modification as portions of the work are undertaken to advance the project through planning, engineering design and construction of facilities. The project improvements have been developed to be constructed in two phases, under separate construction contracts.
The Project Phase 1 construction work is completed, and the engineering services for Phase 1 are nearly complete. The remaining Phase 1 engineering work is for completion of documentation for the facility improvements. Engineering services for design of the Project Phase 2 improvements are completed, as are services for assistance with soliciting construction bids and bid evaluation.
The proposed contract modification primarily provides funding for technical, field and construction management services now needed during Phase 2 construction. Funding is also provided for additional design tasks that became necessary in the course of the Phase 2 design development, and for additional services that were needed during Phase 1 construction.
The Division of Sewerage and Drainage has determined that these services cannot be performed by City personnel at this time, and has planned for the procurement of these services on a routine basis.
2. FISCAL IMPACT:
There is sufficient authority in the 2005 Capital Improvements Budget for this expenditure. The work of this contract is divided into three sequential steps; Preliminary Design, Detailed Design and Services During Construction.
