Explanation

1. BACKGROUND:

A. This legislation authorizes the Director of Public Utilities to enter into a construction contract with Blacklick Constructors, LLC, a joint venture between Jay Dee Constructors and Michels Tunneling, for the Blacklick Creek Sanitary Interceptor Sewer (BCSIS), Section 6, Parts B & C; and to authorize the appropriation and expenditure of $108,974,000.00 from the Ohio EPA Water Pollution Control Loan Fund (WPCLF).

The work for this project consists of all labor and materials necessary for the construction of approximately 23,000 linear feet of new 10 foot diameter sewer tunnel, shafts/drop structures, and all other appurtenances. This sewer will provide gravity sanitary sewer service to the rapidly expanding New Albany area.

B. Project Timeline: The construction timeline shall be completed in December 2019. Construction will begin when the notice to proceed issued.

C. Procurement Information: The Division advertised for competitive bid proposals on the City of Columbus's Vendor Services website and in the City Bulletin in accordance with the overall provisions of Section 329 of Columbus City Codes. The Division of Sewerage and Drainage opened the responding bids on November 18, 2015 from the following four (4) companies:

After careful consideration, the committee recommended that Blacklick Constructors, LLC be selected to provide the construction services for the Blacklick Creek Sanitary Interceptor Sewer (BCSIS), Section 6, Parts B & C for which the Director of Public Utilities has concurred.
