Explanation
BACKGROUND:
This ordinance amends the current authorized strength, as set forth in ordinance 1302-2009, by amending the strength of various general fund, other city, and grant fund sanctioned agencies to be consistent with the 2010 amended budget. The strength level for most general fund agencies are set to be consistent with the 2010 budget as amended by City Council (including the Departments of Health and Recreation and Parks). Authorized strength levels of smaller non-general fund agencies are set to be consistent with the adopted 2010 budget, while the strength of larger non-general fund agencies may have their strength set slightly higher to allow for flexibility in hiring.

FISCAL IMPACT:
There is no fiscal impact with passage of this ordinance that is otherwise not addressed in the 2010 appropriation ordinances already passed by ordinance of City Council.

WHEREAS, the 2010 budget was adopted, as amended, by City Council on February 1st, 2010, necessitating amendment to existing authorized strength ordinance 1302-2009; and

WHEREAS, this ordinance amends authorized strength ordinance 1302-2009 to be consistent with the 2010 adopted budget; and

WHEREAS, an emergency exists in the usual daily operation of the City of Columbus in that it is immediately necessary to establish a new authorized strength ordinance to provide for the efficient operation of the city, and for the immediate preservation of the public health, peace, property, safety and welfare; Now, Therefore
