Explanation
BACKGROUND: This ordinance authorizes the Director of the Office of Education to enter into a contract modification with Elevate Advocacy LLC by increasing the contract, in an amount of up to $5,000.00. To that end, this ordinance also authorizes an appropriation within the general fund.

This contract was authorized by Ordinance 0941-2024, which was the was the second contract between the Office of Education and Elevate Advocacy LLC for program management services associated with the Columbus Promise program. The contract was modified for the first time by Ordinance 0760-2025, which was passed by City Council on March 24, 2025. The first modification extended the contract to December 31, 2025. The contract is currently set to expire by the end of this year.

To ensure that there are sufficient funds available on the purchase order to fulfill invoices for the end of this contract, this second modification is necessary to add funds.

Reason other procurement processes are not used:
The contract with Elevate Advocacy is set to expire at the end of this year. A small addition of funds is needed in order to fulfill the final invoice.

How cost of modification was determined:
The cost of the modification was determined based on the estimated number of hours that Elevate Advocacy provided since the last invoice and expects to provide before the contract expiration date. No changes were made to the hourly rate.

Fiscal Impact: Funds are available within the Department of Education General Fund (100010).

Emergency Designation: Emergency action is requested in order to allow the contract modification to go into effect before the expiration of the contract (December 31, 2025).
