Explanation
BACKGROUND: January 6, 2004
Need: This legislation authorizes the Mayor to apply for and participate in the FY 2004 Bureau of Justice Assistance (BJA) Bulletproof Vest Partnership (BVP). The program provides federal funds to support the purchase of armor vests for law enforcement officers. Vests for new officers and replacement vests are both eligible for up to 50% funding support. Jurisdictions can participate regardless of how current vest funds are budgeted. Federal award amounts can be requested for vests purchased through the fourth fiscal year beyond the application approval year.
FISCAL IMPACT:
The Bulletproof Vest Partnership could provide up to 50% of the vest costs while the General Fund would continue to provide previously budgeted uniform funding to meet the required 50% non-federal funds city match. Maximum estimated funding support for 800 vests at the current estimated cost rate is $181,200.00.

WHEREAS, the City of Columbus Division of Police is committed to protecting the lives of its law enforcement officers by providing armor vests; and
WHEREAS, the Bureau of Justice Assistance Bulletproof Vest Partnership program goal is to protect law enforcement officer lives by helping states and local units of government fund the purchase of armor vests for their law enforcement officers; now therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF COLUMBUS:
Section 1. That the Mayor of the City of Columbus be and is hereby authorized and directed to apply for and participate in the Bureau of Justice Assistance Bulletproof Vest Partnership FY2004 program.
Section 2. That this ordinance shall take effect and be in force from and after the earliest period allowed by law.
