Explanation
This legislation authorizes the Director of Community Relations to accept, appropriate and expend money received from the Franklin County Department of Job and Family Services and then enter into contract with ARECS (African Refugee Educational and Cultural Services). This money will fund teaching English as a second language to African refugees, predominately Somalians, 18 years and older. The program will provide instruction for adults whose inability to speak, write or read the English Language substantially impairs their ability to find or retain employment. Formal bids were not solicited, therefore, this ordinance waives competitive bidding provisions.
FISCAL IMPACT: $47,010.78 will be received from the Franklin County Department of Job and Family Services to fund the ARECS program. Money will be in Community Relations Special Grant Fund 220, Grant 406007 OCA 406007 OBJ LVL 03-3346. ARECS will receive approximately $47,010.78. The money will be reimbursed for services rendered.

WHEREAS, the Director of Community Relations desires to accept, appropriate and expend $47,010.78 received from the Franklin County Department of Job and Family Services; and
