Explanation

BACKGROUND:
This ordinance authorizes the Director of the Department of Development to enter into a capital contribution agreement with The Gladden Community House, a non-profit corporation, to provide funding for facility renovations which include but are not limited to repairs and improvements to the roof, front entrance, and lobby in an amount up to $155,000.00. These funds will ensure services to Columbus residents can be provided to the greatest possible extent. This ordinance also authorizes payment of eligible expenditures prior to the purchase order beginning October 1, 2025, through September 30, 2026. Payments will be advanced on a predetermined schedule provided in the terms of the agreement.

Emergency Action is necessary to ensure that payment per the commitment is made, allowing for the intended renovations to be completed per the organization’s construction schedule. Renovations will allow for the continuous provision of services to Columbus youth, families, and seniors through crucial after school services, familial case-management and support, and senior support services provided by Gladden Community House.


FISCAL IMPACT: Funding in the amount up to $35,406.00 is available in existing cash within the Development Taxable Bond Fund. The remaining $119,594.00 will be funded from the Neighborhood Economic Development Fund.
