Explanation
BACKGROUND: This legislation authorizes the Finance and Management Director to establish a Universal Term Contract (UTC) for the option to purchase Sewer Combination Trucks with A & H Equipment Co. The Division of Water Reclamation is the sole user for sewer combination trucks. This equipment is used to clean and maintain sewer pipes and lift stations. The term of the proposed option contract would be approximately three (3) years, expiring October 31, 2029, with the option to renew for one (1) additional year or portion thereof. In addition, the expenditure of $1.00 is hereby authorized from General Budget Reservation BRPO003693.
A formal Best Value Procurement (BVP) solicitation was published for the purchase of Sewer Combination Trucks UTC and was opened on April 30, 2026.
Proposals were evaluated by a three (3) member committee, based upon various criteria including total cost of ownership, quality and feasibility, past performance, and acquisition cost, resulting in an award recommendation to A & H Equipment Companies.
BID INFORMATION: The request for purchase of Sewer Combination Trucks UTC used the best value competitive sealed proposal process to award the supplier that provided the relevant criteria specifically listed in the BVP and the lowest cost. Request for Quotation RFQ032216 was advertised and proposals were opened April 30, 2026. Seven (7) responses were received.
An evaluation committee consisting of two (2) representatives from the Division of Water Reclamation and one (1) representative from the Division of Fleet Management scored and ranked the proposals. All offers and proposals were evaluated in compliance with Columbus City Code 329, and the committee submitted final rankings.
