Explanation
At the beginning of this fiscal year, 2007, and through the technology integration to centralize services and related costs between the Department of Technology and the Department of Public Utilities, the Department of Technology assumed operations and maintenance responsibilities associated with services provided by Perkin Elmer Instruments LLC.
Previously, on March 20, 2006, the Department of Public Utilities entered into agreement with Perkin Elmer Instruments LLC, for maintenance associated with the Surveillance Laboratory equipment. The equipment is vital to the wastewater treatment process. It is used to test for metals in wastewater at the Jackson Pike and Southerly Wastewater Treatment Plants, and in the Industrial Pre-Treatment Section. Also, this agreement was authorized by the passage of Ordinance Number 0174-2006, and associated with purchase order EL005994.
In order for the Department of Public Utilities to continue receiving maintenance and related services, this legislation is requesting approval to authorize the Director of the Department of Technology to establish an agreement for one (1) year maintenance, associated with the Perkin Elmer testing equipment located at the Division of Sewerage and Drainage Surveillance Laboratory, with Perkin Elmer Instruments LLC. The agreement will be in effect for twelve months up to and including March 31, 2008. The maintenance agreement will include all services, labor and parts for the testing equipment. Perkin Elmer Instruments LLC is the single manufacturer and distributor of the equipment.
This ordinance is being submitted in accordance with the provisions of Sole Source procurement of the Columbus City Code Section 329.07 and is being submitted as an emergency measure so that there is not interruptions on the service of lab equipment used for testing.
